The CACP has proposed that there should be an established logon criterion which must be followed by all California BBS. The CACP addresses the distrobution of adult material in California. The CACP mentions the billing procedure for a BBS. Finally, the CACP discusses the professional requirements of BBS in California. Regarding the logon procedures, the proposed legislation states that the theme of a BBS must be made available before a new user is required to enter their personal information. The CACP states that BBS must provide "parental control devices designed to make sure children do not gain access to adult information." In other words, California BBS must constantly make sure that, even though the adult user has been verified once, Sysops must still, somehow, make sure that minors do not gain access to adult areas. This is the descrimination, for when an adult magazine or an adult film is sold, the vender does not have an obligation to follow the whereabouts of the magazine or video. The CACP proposes that, if you are a sysop and want to charge for peoples use of your investment, you must provide a viable way for the user to contact you. Namely, you must provide a voice telephone number, address at which you can be mailed letters, the address of your business or house, and finally, you must have a business license. The above legislation has already been presented to the legislature, and will be revieved this month (January). The sysops in California can send letters to their lobbyists, and hope that this dictatious proposal will not pass. The AVCR Team
